AT the press conference held at theNational Solidarity and Peacemaking Centre in Nay Pyi Taw yesterday, Daw Saw Mra Raza Lin, the spokesperson of five NCA signatory EAOs, said that the NCA was signed by the President, two Vice-Presidents, the Commander-in-Chief of Defence Services, the Deputy Commander-in-Chief of Defence Services, and representatives from eight EAOs. The national-level political dialogues were based on the NCA. The NCA approved by the Pyidaungsu Hluttaw is not just legal but also never annulled. Hence, the majority of NCA signatory EAOs will continue implementation of the NCA. They will hold peace talks until a State based on democratic and federal systems can be built. The talks focus on the participation of EAOs in building the Union based on democratic and federal systems. At present, the discussions emphasize holding the 8th anniversary of NCA which falls on 15 October with essence.
The spokesperson of the State Peace Talks Team Col Wunna Aung explained that in the tenure of the State Administration Council, the Peace Talks Team of the State held talks with seven NCA signatories and three non-NCA signatories, and political parties. They agreed on 21 points from provisions of the Constitution (2008) in a bid to make collaborative efforts for cementing the multiparty democratic system, building the Union based on democratic and federal systems the entire people aspire to and joining hands with all to initiate peace and development of the Union.
He continued to say that the Joint Ceasefire Monitoring Committee-JMC together with the UN provides humanitarian aid to needy areas in coordination with relevant state governments. So, humanitarian aid has been distributed to the Leiktho-Yado region of Thandaunggyi Township in Kayin State, Laykaekaw region of Myawady Township, Rathedaung, Ponnagyun and MraukU townships in Rakhine State, Hsihseng, Pinlaung, Pekhon, Nyaungshwe, Taunggyi and Hopong townships of Shan State.
The government, Tatmadaw and eight ethnic armed organizations signed the nationwide ceasefire agreement-NCA on 15 October 2015 in the presence of diplomats from the People’s Republic of China, the Republic of India, Japan, Thailand, the European Union and the United Nations as well as local witnesses and it was approved by the Pyidaungsu Hluttaw. Two more EAOs signed the NCA on 13 February 2018.
