Special care cannot be given to every grain of rice

We work everyday to govern an entire nation. So we don’t have the leisure time.

In governing the country, it is impossible to focus at the same time on every issue.

But, in reality, our government is working with many difficulties. We saw success in
some areas and not in other areas.
