Vice
President U Myint Swe was at the opening ceremony of the Civil Service Academy
that provides basic training for cadets and post-graduate diploma management
courses for civil servants held at the Central Institute of Civil Service,
Upper Myanmar in Pyin Oo Lwin Township, Mandalay Region yesterday morning at
8am yesterday and opened a veil revealing the signboard of a commemorative
inscribed stone by pressing a button.
At
the ceremony, Union Ministers Dr Myo Thein Gyi and Dr Myint Htwe, Dr Win Thein,
member of Union Civil Service Board, Mandalay Region Cabinet’s Chief Minister
Dr Zaw Myint Maung and U Aung Tin Soe, rector of the institute cut a ceremonial
ribbon in front of the signboard of the academy.
The
Vice President then sprinkled scented water on the inscribed signboard.
“If
we are required to make political and economic reforms we need to change the
administration sector, which is needed to implement those changes. In doing so,
it is important to amend laws, rules and procedures and at the same time
attitudes and capacities of civil servants play an important role. In any
sector—government or private, in a country, human resources are very important
in implementing any kind of sectors including management and service,” the Vice
President said in his address yesterday.
He
stressed the need for the study of the latest information innovations as well
as English proficiency.
“At
present, the Civil Service Academy has two more subjects of English and
Information Technology which are urgently needed for all civil service
personnel to master in these days. They will be added to 5 conventional
subjects—management, economics, social science, political science and law,
becoming 7 in all now,” he said.
The
Vice President said the training that students will receive at the Civil
Service Academy will not only qualify them to work as civil servants, but will
also prepare them for a possible future as leaders of Myanmar.
“I
want to say that you are urged to become leaders who are able to carry out the
national tasks in the future, when a public-oriented administration system will
be introduced in the country, and knowledge and experiences gained from the
training are needed to be effectively used for the development of the country.”
Afterward,
the VP and party viewed a video showing arrangements for opening the CSI. The
Vice President and party then posed for photos together with guests.
