Myanmar, Cambodia to Revive Joint Commission for Bilateral Cooperation

 


At the invitation of His Majesty King Norodom Sihamoni of Cambodia, President of the Republic of the Union of Myanmar U Min Aung Hlaing, who is on a State Visit to Cambodia, was accorded a ceremonial welcome and held talks with Samdech Hun Sen, Acting Head of State of Cambodia and President of the Senate, on behalf of His Majesty the King at the Senate’s Solidarity Palace in Phnom Penh at 11:30 am local standard time yesterday.

The ceremony was also attended by Union ministers U Tin Maung Swe, Dr Kan Zaw and U Maung Myint, Mandalay Region Chief Minister U Myo Aung, Mon State Chief Minister U Aung Win Than, senior Tatmadaw officers from the Office of the Commander-in-Chief, deputy ministers and officials who accompanied the President. The Acting Head of State of Cambodia and President of the Senate was accompanied by ministers from the Cambodian government and senior officers.

As the high-level Myanmar delegation led by the President departed from their hotel for the Solidarity Palace at the Senate of Cambodia, Cambodian people and schoolchildren warmly welcomed them along both sides of the route by waving the flags of the two countries, photographs of the two leaders and bouquets, while Scout youth saluted them.

Samdech Hun Sen, Acting Head of State of Cambodia and President of the Senate, warmly welcomed and greeted President U Min Aung Hlaing on his arrival at the venue where the ceremonial welcome was to be held.

The President of Myanmar and the Acting Head of State of Cambodia and President of the Senate took the salute of the Guard of Honour. Meanwhile, the military band played the national anthems of the two countries. President of Myanmar U Min Aung Hlaing inspected the Guard of Honour.

The Myanmar President and the Acting Head of State of Cambodia and President of the Senate introduced the senior officials from the two countries to each other and then held a bilateral meeting at Puthi Chey Hall.

In his speech, the Acting Head of State of Cambodia and President of the Senate stated that as His Majesty the King of Cambodia was currently on a visit abroad, he was welcoming and honouring the President of Myanmar on behalf of His Majesty. He expressed great pleasure and pride that a general election had been successfully held in Myanmar and that the elected government was now discharging the responsibilities of the State. He said that Cambodia had also sent delegations to observe the election and had found it to be a free and fair election. He added that he had sent a message congratulating the President on his election as President. He said that Cambodia had been witnessing Myanmar’s current development and expressed his belief that the President’s State Visit would provide an opportunity to further promote trade and cooperation between the two countries. He also said that, during the meeting, the two sides would hold candid and cordial discussions aimed at further strengthening the friendship and cooperation between Myanmar and Cambodia.

In response, the President of Myanmar noted the remarkable development of Phnom Penh and the pleasant conditions in Cambodia. He praised His Excellency for his unwavering perseverance, dedication and efforts to develop the country to its present level, and said that he was proud of him. He expressed his sincere gratitude for the congratulatory message sent by His Excellency on his assumption of the office of President. He also expressed his appreciation for His Excellency’s continued brotherly support for Myanmar and his keen interest in developments in Myanmar. He said that he particularly appreciated Cambodia’s assistance, under His Excellency’s guidance, in providing emergency funds for Myanmar’s relief efforts following natural disasters in 2025. As His Excellency served as Prime Minister of Cambodia, when Cambodia assumed the rotating chairmanship of ASEAN, he always remembers with gratitude how Cambodia extended positive support and assistance to Myanmar as a true friend. He expressed his belief that this meeting with His Excellency, as President of the Senate of Cambodia and Chairman of the Supreme Privy Council, an important pillar of Cambodia’s legislative system, will provide an opportunity for them to hold frank and cordial discussions on ways to further promote friendship, mutual understanding and trust, and cooperation between the legislative bodies of the two countries.

They cordially exchanged views on the long-standing and cordial diplomatic relations between the two countries; the strong bilateral relations based on their shared religious, traditional and cultural ties despite not being neighbouring countries; and the mutual support and solidarity extended by Myanmar and Cambodia to each other on regional and international issues; the continued improvement of relations not only between government institutions but also between the two armed forces and among the peoples of the two countries, as well as the possibility of reactivating mechanisms such as the Joint Commission for Bilateral Cooperation (JCBC) to further promote cooperation between the two countries across various sectors.

They also highlighted the discussions on the potential for significant success if investments are made in Myanmar, where the Dawei Deep Sea Port and Special Economic Zone are being implemented and offer promising prospects for the future. They also discussed the possibility of arranging reciprocal visits between the two parliaments to further promote cooperation between them. They noted that Myanmar and Cambodia are actively participating in regional cooperation mechanisms such as the Mekong-Lancang Cooperation, CLMV and ACMECS. They highlighted that Myanmar is serving as Chair of ACMECS meetings this year, prioritizing the socioeconomic development and sustainable development of the people in the region in line with the theme, “Building a modern, sustainable, and socioeconomically vibrant ACMECS”. They also exchanged views on Myanmar’s efforts to cooperate to the best of its ability within ASEAN.

The two sides frankly and cordially exchanged views on the prospects for further promoting cooperation between the two countries in trade and investment, agriculture and livestock breeding, as well as various other sectors. They also discussed Myanmar’s effective efforts to combat and eliminate online financial fraud and online gambling; the successful holding of a fair and credible election in Myanmar; and the efforts of the newly elected government, together with the Hluttaws comprising people’s representatives who will practically reflect the people’s will, to firmly advance the country along the democratic path while striving to achieve internal peace. They also discussed the new government’s implementation of an independent, active and non-aligned foreign policy; its efforts to further strengthen existing friendly relations with neighbouring and partner countries while continuing to promote regional interests in a balanced manner; and the continued enhancement of friendship and cooperation between Myanmar and Cambodia.

The President of Myanmar and his entourage attended the luncheon hosted by the Acting Head of State of Cambodia and President of the Senate at Aha Phirom Hall. The Acting Head of State of Cambodia and President of the Senate extended greetings while the President of Myanmar expressed his thanks. They then had the luncheon together. After the luncheon, the Acting Head of State of Cambodia and President of the Senate cordially saw off the President of Myanmar.
