Second Pyidaungsu Hluttaw eleventh regular session planned to be two months long


 
Second Pyidaungsu Hluttaw’s 11th regular session starts off yesterday afternoon at Pyidaungsu Hluttaw meeting hall in Nay Pyi Taw.


Pyidaungsu Hluttaw Speaker U T Khun Myat deliver message of greeting

First, Pyidaungsu Hluttaw Speaker U T Khun Myat delivered a message of greeting saying Hluttaw representatives who are serving in the legislative sector are expected to continue their works for the country and the people with cooperation based on mutual understanding and respect and with new mind and new views on the New Year.

The tenure of the Second Hluttaws will reach three years soon.

As experiences are gained the remaining term of the Hluttaw should be used effectively for the benefit of the people and country and Hluttaw duties should be performed successfully. Based on the wishes and requirements of the constituents, solutions and answers for fair and equitable development of the entire union should be found through discussion.

At the moment the people are having a strong desire and expectation on the establishment of a federal democracy union that will ease and smooth their daily socio-economic matters and for security of their lives. Hluttaw representatives are believed and expected to cooperate with unbiased “cetana” (volition and intention), correct work processes and great foresights. All are urged to overcome the difficulties and obstacles faced with truth, fairness and correct discussions to fulfill the expectations and wishes of the people.

During the planned two months duration of the eleventh regular session of the Second Pyidaungsu Hluttaw, Hluttaw representatives are required to cooperate and participate without delay in the approval of laws as well as other Hluttaw related work processes.

A total of 33 bills are under processing, 6 in Pyidaungsu Hluttaw, 19 in Pyithu Hluttaw and 8 in Amyotha Hluttaw. These bills are urged to be prioritized according to subject and requirement and processed accordingly.

Proposals to use township wise Pyidaungsu Hluttaw related development funds were informed to be submitted at the latest on 31 January 2019. To date 262 townships had made submissions and permissions were granted to 196 townships. Townships that had made submissions made without specified documents were requested to submit the required documents and townships that hadn’t made submissions yet are to submit it within the specified time.

Furthermore, the assessment and inspection report of development works in 2017-2018 by office of the Union Auditor General still contain weaknesses and shortcomings of last year and township implementation groups are being informed further to conduct according to related law, processes and regulations.

Coming together from the constituencies to Nay Pyi Taw where the Hluttaw is situated is to attend and the Hluttaw regular sessions on behalf of the constituents and to attend, participate and discuss in related committee meetings as well as to cooperated in other Hluttaw works. The regular attendance and obtaining solutions at the regular session of the Hluttaw show each individual Hluttaw representative fulfilling the individual duties, responsibilities and following of ethics and regulations. It also shows the appropriateness of the representatives to the rights, responsibilities and entitlements accorded to them and thus all are urged to attend and participate as much as possible in the Hluttaw regular sessions and related Hluttaw committee meetings. Emphasis must be placed for country and the people when conducting future works with increasing momentum exerting utmost mental and physical efforts. All are urged to participate physically and mentally in unity toward the establishment of a democracy federal union that will allow ethnic national and people all over the country to live peacefully, safely and stably without disintegration said the Pyidaungsu Hluttaw Speaker.

Unanimous acceptance of Vienna Convention on Road traffic, signs and signals

Following the greeting speech of the Pyidaungsu Hluttaw Speaker, Deputy Minister for Transport and Communications U Kyaw Myo explained about acceding to Vienna Convention on Road Traffic 1968 and Vienna Convention on Road Signs and Signals 1968.

As the Hluttaw unanimously decided to accede to the two conventions after Pyidaungsu Hluttaw Speaker obtained the decision of the Hluttaw, an announcement was made of the Hluttaw’s consent.

Reading of Joint Bill Committee reports

Next, Joint Bill Committee members U Aung Kyi Nyunt and U Nay Myo Tun read the committee reports on Myanmar Traditional Medicine Council bill and second amendment to the Settlement of the Labour Dispute Law. After reading of each report, Pyidaungsu Hluttaw Speaker announced for Hluttaw representatives who want to table amendment bill and to submit their names.

Reading of Joint Public Account Committee report

Afterwards Joint Public Account Committee member U Aung Min read a report of the committee’s findings and comments on issuing of 2018 mid-term debt management strategy sent by the Union government and tabled a motion for Hluttaw to discuss it.

Pyidaungsu Hluttaw Speaker announced for Hluttaw representatives who want to discuss the matter to register their names.

Explanation on tax collection, six month national plan report and six month budget report

As a final agenda of the day Deputy Minister for Planning and Finance gave detailed and extensive explanation on tax collection by nine departments during six month period of 2018 April to September, National Planning report for the six month period of 2018 April to September and the budget report for the six month period of 2018 April to September. Pyidaungsu Hluttaw Speaker concluded the meeting after announcing that Joint Public Account Committee report on its findings and comments on the matter will be read and discussed. The second day meeting of the eleventh regular session of the Second Pyidaungsu Hluttaw will continue on 24 January it is learnt.
