Hluttaw Speaker urges capacity building, ethical standards for representatives

 

Pyithu Hluttaw Speaker U Khin Yi stated that arrangements must be made to further improve the respective subject-matter expertise, ethics, and integrity of Hluttaw representatives, as they primarily support and facilitate the Hluttaw functions.

The Pyithu Hluttaw Speaker made the remarks in his opening address at the legal training course for the capacity building of Hluttaw representatives, held yesterday afternoon at the B-annex hall of the Pyithu Hluttaw Building in Nay Pyi Taw.

He stated that the objective of the training is to develop capable Hluttaw representatives who can more effectively carry out the legislative, representative, oversight, and collaborative Hluttaw’s functions in line with modern practices.

U Khin Yi stated that step-by-step efforts will be made to transform the Hluttaw into a modern institution that upholds democratic principles by ensuring transparency, strengthening public representation, aligning with international parliamentary standards, and expanding communications, while also emphasizing that the legislative branch is a vital pillar of the country and that arrangements must be made to ensure the rule of law so that the State and all citizens can carry out their daily activities peacefully and in accordance with the law.

The Pyithu Hluttaw Speaker stated that training is essential for improving the quality and capacity of Hluttaw representatives and expressed his belief that such courses would make a significant contribution to their continued professional development, adding that participants should submit their findings, evaluations, and recommendations upon completion of the course to help address any weaknesses and improve future training programmes.

Subsequently, legal expert Daw Than Than Yi delivered a lecture on the drafting of the Myanmar Gemstone Law (4/2019) and the Myanmar Traditional Medicine Council Law (1/2019), after which the participating Hluttaw representatives asked questions and engaged in discussions on the topics presented.

The training will initially be conducted over three days with 88 participants. The curriculum covers bill-drafting techniques, legal concepts, and general knowledge, alongside interactive question-and-answer sessions. In addition, three laws will be used as case studies for practical analysis. As this is a legal training programme, it is not intended solely for members of the Bill Committee; rather, it is relevant to all Hluttaw representatives, as legislative matters arise across the Hluttaw’s various committees.
