The first regular session of the Third Pyidaungsu Hluttaw continued for its third-day meeting at the convention hall of the Pyidaungsu Hluttaw Building in the Hluttaw Complex in Nay Pyi Taw yesterday morning.
A total of 582 out of 585 representatives eligible to attend the Pyidaungsu Hluttaw joined the third-day meeting.
Pyidaungsu Hluttaw Speaker U Aung Lin Dwe sought the approval from the Pyidaungsu Hluttaw to establish the Hluttaw Representative Scrutiny Committee with 15 members, including Chair Dr Kyaw Kyaw Htay from the Dawei Constituency and Secretary U Aung Tin Myint from the Ayeyawady Region Constituency 1 (PR System). The Pyidaungsu Hluttaw approved the formation of the committee and the nomination of its members.
The Speaker stated that the President-Elect sent a proposal on setting the number of Judges of the Supreme Court of the Union and the appointment of U Tha Htay as the Chief Justice of the Union to the Pyidaungsu Hluttaw in accord with the Constitution (2008) and the Pyidaungsu Hluttaw Rules. The Speaker added that the Pyidaungsu Hluttaw will carry out the announcement for approving the number of Judges of the Union Supreme Court and the nomination of those Judges submitted by the President-elect at the Pyidaungsu Hluttaw meeting on 7 April. If any representatives wish to object these number of Judges and their nomination, the objection proposal will be held on the same day. So, the representatives wishing to take part in discussions must submit their nominations.
The Speaker said that the President-Elect has sent a proposal to form the Union Election Commission with 15 members, including Chair U Than Soe, to the Pyidaungsu Hluttaw under the Constitution (2008) and the Pyidaungsu Hluttaw Rules to seek approval for the formation. He read out 15 members of the commission, including the Chairman.
The Speaker announced that, regarding the submission of the name list of the Chairman and members of the Union Election Commission, the approval for their appointment and the submission of objections by any representatives who wish to object will be carried out at the Pyidaungsu Hluttaw meeting to be held on 7 April. Representatives who wish to participate in the discussion must submit their names.
The Speaker stated that the President-Elect submitted the proposal to set 31 Union ministries and 30 Union ministers to the Pyidaungsu Hluttaw under the Constitution (2008) and the Pyidaungsu Hluttaw Rules. He read out the list of Union Ministries submitted by the President-Elect at the Pyidaungsu Hluttaw.
The Speaker declared that the representatives wishing to discuss the number of Union ministries, the list and the number of Union ministers may submit their nominations to hold the discussions at the Pyidaungsu Hluttaw meeting on 7 April.
Furthermore, the Speaker said that the Constitutional Tribunal of the Union will be established with nine members, including the Chairman. To do so, the President-Elect must choose three members, the Pyithu Hluttaw Speaker, three members and the Amyotha Hluttaw Speaker, three members, totalling nine. The President-elect has submitted a proposal on nine members of the tribunal and the nomination of one member to be assigned as the Chairman to the Pyidaungsu Hluttaw under Section 321 of the Constitution (2008) and Section 34 of the Pyidaungsu Hluttaw Law to seek the approvals. He then read out the nine-member nomination of the tribunal chosen by the President-Elect, the Pyithu Hluttaw Speaker and the Amyotha Hluttaw Speaker.
The Pyidaungsu Hluttaw Speaker stated that the President-Elect has submitted the appointment for U Aung Zaw Thein among nine nominated members as the Chairman of the Constitutional Tribunal of the Union to the Pyidaungsu Hluttaw. It was announced that, regarding the list of names of the tribunal chairman and members proposed by the President-Elect, the approval for their appointment and the submission of objections by any representatives who wish to object will be carried out at the Pyidaungsu Hluttaw meeting to be held on 9 April. Representatives who wish to participate in the discussion must submit their names.
The Speaker continued that the President-Elect submitted the proposal to the Pyidaungsu Hluttaw Speaker, stating that Dr Thida Oo should be appointed as the Attorney-General of the Union under the Constitution (2008), the Attorney-General of the Union Law and the Pyidaungsu Hluttaw Law; and Daw Naing Thet Oo should be appointed as the Auditor-General of the Union under the Constitution (2008), the Auditor-General of the Union Law and the Pyidaungsu Hluttaw Law. It was announced that, regarding the nomination of the Union Attorney-General and the Union Auditor-General, the approval for their appointment and the submission of objections by any representatives who wish to object will be carried out at the Pyidaungsu Hluttaw meeting to be held on 9 April. Representatives who wish to participate in the discussion must submit their names.
The Speaker of the Pyidaungsu Hluttaw adjourned the third-day meeting of the Pyidaungsu Hluttaw. The fourth-day meeting will take place on 7 April.
