Commission Statement
No 3/2024
1. Since independence, there have been armed attacks against the State of the Republic of the Union of Myanmar. These incidents have resulted in significant loss of life and damage to the property of innocent people. Moreover, public infrastructure, including roads, bridges, electrical and telecommunication towers, electricity substations, railway tracks, hospitals, schools, and religious buildings, had also been destroyed.
2. The right to life is the most fundamental right for all human beings. Under Article (3) of the Universal Declaration of Human Rights, everyone has the right to life, liberty, and security. As a result of the violent incident at Hsonywa village of Myingyan Township and other destructive acts, the right to life, liberty and personal security of the people, including older persons, children, pregnant women and disabled persons, were lost.
3. Law enforcement, peace, and human rights are interrelated. Incidents involving armed attacks against the State not only disrupt stability and the rule of law but also affect peace and human rights. It should be emphasized that the absence of stability and the rule of law would impede the successful conduct of a free and fair multi-party democratic general election in the country.
4. To avoid the tragic loss of lives and the disruption of socioeconomic well-being, the Myanmar National Human Rights Commission urged all concerned parties to consider the right to life and fundamental human rights of the people in order to ensure national stability and the rule of law.
