THE 23rd and last day
of second Pyithu Hluttaw’s 13th regular session was held yesterday, with the
attendees of the Union Ministers and the Deputy Minister to answer the
questions of MPs.
MP U Min Thein of
Taungdwingyiconstituency asked for construction of a Community Centre Hall at
the size of 30ftx 90 ft on the empty land of Information and Public Relations
Department in Taungdwingyi Township.
Union Minister Dr Pe
Myint answered the area of IPRD office there is 90 sq ft, and it has an empty
space. The ministry is constructing the community centres in districts and
cities with the assistance of States/ Regions governments, the
parliamentarians, the well-wishers and the relevant associations.A community
centre has been constructed in Natmauk Township with the collaboration of Daw
Khin Kyi Foundation, and it was opened on 15 January 2017. On the empty land of
Taungdwingyi’s IPRD office, a playground for children and another playground
for the young persons will be constructed as outdoor facilities. The ministry
is capable to allocate budget for construction of only one community centre
each fiscal year, and that it is impossible to set up such facility in
Taungdwingyi’s IPRD office compound due to the list of other priorities.
MP U Aung Naing (a) U
Naing Ngan Kyaw of Mogok constituency asked about the action of the ministry to
address the problem of shared numbers of national registration cards in Mogok
Township.
Union Minister for
Labour, Immigration and Population U Thein Swe replied the case should be
reported to township immigration office, the procedures have been announced on
vinyl poster in front of the office, and this case was discussed with
administrators of ward and village levels. He added the ministry will take more
actions to protect the citizen rights.
MP U Win Myint Oo (a) U
Nay Myo of Nyaungshwe constituency asked about the plan of ministry on a hotel
zone which is still with only two hotels although the 622 acres of agriculture
and firewood lands were designated for this zone .
Union Minister for
Hotels and Tourism U Ohn Maung replied that the land area was designated for a
hotel zone with the order of President’s Office on 9 May 2012. A total of 116
farmers were compensated with K 775.689 million, and K 33.478 million for 10
monasteries for the zone.
Amidst some protests in
setting up hotel zones, the ministry will work together with Shan State Tourism
Committee for this industry in the future.
MP U Thein Tun of
Kyaugone constituency asked about increment of pension rate for the retired
education staff like other civil service staff. Deputy Minister for Planning
and Finance U Maung Maung Win replied that the pension rates have been fixed in
accordance with paragraph 3 of Order No 30/2018 in accordance with Civil
Service Regulation.
MP U Khin Cho of
Hlaingbwe constituency asked about issuing certificate of tax exemption for
those whose incomes are lower than the rate for paying tax. It was answered by
Deputy Minister U Maung Maung Win. MP Dr Khin Maung Maung of Dagon Myothit
(north) constituency asked about complaint process against misuse of public
funds collected by the committee members in wards and village tracts; MP Dr U
Sein Mya Aye of Dala constituency asked about the implementation of water
supply project signed between the Japan International Cooperation System and
the Yangon City Development Committee in= Dala Township. The two questions were
answered by Nay Pyi Taw Council member U Aung Myin Tun.
In his conclusion remark,
the Pyithu Hluttaw Speaker said the Hluttaw handled 164 asterisk questions and
554 non-asterisk questions; tabled 14 motions; approved 11 bills.
During the 13th regular
session of Pyithu Hluttaw, the four Tatmadaw representatives took the oaths,
the Advisory Group on Parliamentary Capacity- Building was formed, chairmen and
secretaries in some committees were replaced, the research team could provide
information on 70 questions of MPs, and 11 short research papers were released.
