SINCE 4 March 1955, Myanmar has been complying with Article 29 of the Forced Labour Convention. In addition, the Myanmar government signed a Memorandum of Understanding (MoU) with the International Labour Organization (ILO) in 2002 to accept an ILO liaison officer in Myanmar, aimed at enhancing efforts to eradicate forced labour.
Myanmar government signed the
Supplementary Understanding-SU in 2007 and established the complaints mechanism
to solve complaints. The National Complaints Mechanism (NCM) was set up in 2020
to operate its functions. In so doing, the national committee formed with
representatives from the Myanmar National Human Rights Commission and the
employer and employee organizations is solving the complaints about forced
labour.
Hence, victims can safely submit
their complaint letters to the National Complaints Mechanism-NCM through the
Office of the State Administration Council, region/state government cabinets,
Nay Pyi Taw Council, Myanmar National Human Rights Commission, ILO liaison
officer office (Yangon) or other organizations or to the Ministry of Labour,

notified on 12 September that it will no longer provide passport renewal
services for Myanmar students attending short-term courses in Thailand’s
universities. Earlier, the Myanmar Embassy in Bangkok and the Myanmar
Consulate-General in Chiangmai renewed passports for Education (PE) for Myanmar
students. At present, high numbers of Myanmar students who are virtually
studying certificate programmes (Certificate Programme in the Thai Language or
Teaching English for Teachers) with Non-ED visas in Thailand prompted the
Myanmar Embassy in Bangkok and Consulate-General in Chiangmai to stop renewing
passports (PE type) commencing on 16 September 2024. However, undergraduate and
postgraduate students are eligible for passport renewal as previously.
