THE Ministry of Foreign Affairs reported that Myanmar Ambassador U Soe Han participated in a discussion on the Japanese Government’s Policy on Ikusei Shurou Seido and Specified Skilled Workers, organized by the Chair of the ASEAN Committee in Tokyo on 7 June. The event took place at the Indonesian Embassy in Tokyo, and other ASEAN ambassadors, chargés d’affaires, and labour attachés joined Ambassador U Soe Han.
Ms
Fukuhara Nobuko, Director-General of the Residency Management and Support
Department at the Immigration Services Agency, attended as a special guest
speaker. She provided insights into the Japanese government’s policies on
labour issues, including the Ikusei Shurou Seido Programme, which will replace
the current Technical Training Intern Programme, and proposed modifications to
the current Specified Skilled Workers programme.
During
the discussion, Ambassador U Soe Han enquired about the timeframe for
implementing the new programme after the termination of the current Technical
Training Intern Programme and the commencement of new Memorandums of
Cooperation (MOC) between the sending states and Japan.
In
response, Ms Fukuhara explained that the transition period for the new
programme is estimated to be three years, and negotiations for new MOCs will
commence with sending states once the Diet approves the new programme. The
discussion concluded successfully after a question-and-answer session involving
other ASEAN Member States.
