Statement of Myanmar National Human Rights Commission on its activities of human rights promotion and education

 Statement No 7/2023

1. In accordance with the Paris Principle relating to the Status of National Institutions, the Myanmar National Human Rights Commission Law was enacted as the Pyidaungsu Hluttaw Law No 21/2014 with the objectives to safeguard the fundamental rights of citizens enshrined in the Constitution of the Republic of the Union of Myanmar, to create a society where human rights are respected and protected and to effectively promote and protect human rights. In Chapter V of the said law, promoting public awareness of human rights and efforts to combat all forms of discrimination through the provision of information and education is mentioned as one of the duties of the Commission.

2. In carrying out the two main functions of the Myanmar National Human Rights Commission, to achieve the goals of effective human rights education and awareness raising, inspiring greater public trust and confidence in MNHRC and fostering a human rights culture in Myanmar through education and awareness raising, annual operational plans have been developed and being implemented under the five–year Strategic Plan (2020-2024).

3. Since 2011 when the Myanmar National Human Rights Commission was established until now, as part of the human rights awareness-raising activities, 275 human rights educative talks have been held in all regions and states, including self-administered zones. For state employees in regions, states and districts and Civil Society Organizations (CSOs), 108 human rights workshops and training have been organized, and a total of 288 human rights lectures have been delivered at the training courses organized by Union Ministries and Civil Service Academies. Moreover, human rights education materials such as pamphlets, brochures, and posters have been printed and distributed.

4. The human rights awareness-raising activities of the Myanmar National Human Rights Commission for the public may enhance the knowledge of human rights and basic human rights concepts, resulting in the adoption of human rights-based approaches to all situations and the ability to analyze human rights perspectives. This may contribute to the protection of human rights, reduce the tendencies to violate human rights and consequently may address the violations of human rights and thereby may create a society with a human rights culture where human rights are respected, protected and observed.
