The Interactive Dialogues with Noeleen Heyzer, Special Envoy of the Secretary-General of the United Nations on Myanmar and with Thomas Andrews, Special Rapporteur on the situation of Human Rights in Myanmar were organized at the Third Committee (Social, Humanitarian and Cultural Affairs Committee) of the 77th United Nations General Assembly on 25 and 26 October 2022 respectively.
The whole
content of the report of the Special Envoy, Noeleen Heyzer, reflects the
sweeping allegations made by other mandate holders for human rights in Myanmar
under the name of the United Nations.
Similarly,
the report of the Special Rapporteur, Thomas Andrews, on the situation of human
rights in Myanmar also does not include any constructive indication. It is
exaggerated with full description of invented negativity. Myanmar has
consistently opposed country-specific resolutions and has never accepted the
mandates which were created by country-specific resolutions. Against this
backdrop, Myanmar has not recognized Thomas Andrews as the Special Rapporteur
on the situation of human rights in Myanmar and has never permitted him to
enter Myanmar.
Their
reports and presentations are based on the narratives coming from
misinformation of terrorist groups; so-called civil society organizations and
armed organizations which are supporting those terrorist groups. Indeed, it is
found that the afore-said groups and organizations have been receiving
assistance by some external elements illegally. The so-called UN experts on
Myanmar highlighted the incident in A Nan Pa, Kachin State on 23 October 2022
based on one sided distorted information and allegations. However, they had
kept silence on deadly attacks against pilgrims in Kyaikhtiyo Pagoda by the
KNLA Brigade 1 and the so-called PDF terrorists under the instruction of NUG
and CRPH on 12 October 2022 and causalities of innocent civilians due to the
attacks against local residences in an attempt to raid a town namely Kawkareik
by battalions under KNU/ KNLA Brigade 6, KKO (Split) group and PDF terrorists
under the instruction of NUG and CRPH on 21 October 2022. Moreover, they have
neglected the terrorist attacks of the NUG and PDF terrorist groups which
claimed the lives of 4,073 innocent civilians. Accordingly, the actions of the
UN’s so-called Special Envoy and Special Rapporteur are found to be biased and
partial and in non-objective manner.
The
afore-said interactive dialogues on 25 and 26 October 2022 at the Third
Committee which are based on misinformation and exaggeration to draw the
international attention are dishonorable acts to damage its own neutral and
professional characters of the United Nations.
Myanmar
wishes to express its appreciation to the countries which uphold the United
Nations’ principle of equality, and which is entrusted to the United Nations by
all its members. Meanwhile, Myanmar strongly condemns and categorically rejects
the above-mentioned flawed reports, their Interactive Dialogues without
participation of lawful representatives of Myanmar and intrusive statements
made by certain countries on the internal affairs of Myanmar.
