Second day of informal talks between NSPNC and NCA-S EAOs underway

 

The second day of the informal meeting between the National Solidarity and Peacemaking Negotiation Committee (NSPNC) and the negotiating team of the Nationwide Ceasefire Agreement-Signatory Ethnic Armed Organizations (NCA-S EAOs) continued yesterday morning at the M Gallery Hotel in Nay Pyi Taw.

During the meeting, discussions continued on the remaining matters from the first day. Subsequently, committee member Lt-Gen Aye Win (Retired) explained the submission of 43 points to the Hluttaw for necessary amendments and additions to the 2008 Constitution, which had been agreed upon through consultations with the political parties cluster, including 21 points agreed upon with the Ethnic Armed Organizations (EAOs).

Afterwards, both sides reviewed and recorded the outcomes of the two-day negotiations and discussions. They exchanged views and coordinated on matters relating to the objectives and approaches for implementing the peace process and working together step by step to ensure its success; cooperation in holding effective peace talks and jointly implementing the agreements stipulated in the NCA; encouraging EAOs that have departed from the NCA path to understand and accept the State Government’s peace proposal and rejoin the NCA process; building sustainable and lasting peace during the term of the newly elected government; adopting flexible approaches in implementing the peace process; matters related to peace policies, processes, and mechanisms; ensuring that education, healthcare, development projects, and humanitarian assistance effectively reach and benefit the public; issuing a ceasefire declaration without preconditions; implementing the Tatmadaw’s six-point peace policy and, for groups wishing to abandon armed struggle, achieving lasting peace through the four-point policy; combating narcotics, online scams, and online gambling; and conducting a Peace Process Review and providing humanitarian assistance.

NSPNC Secretary Lt-Gen Min Naing also explained and discussed the upcoming peace initiatives and regional development activities that could be undertaken based on the outcomes of the two-day discussions.

Following that, the points agreed upon based on the two days of negotiations and discussions were recorded and signed. The meeting concluded successfully after closing remarks were delivered by Sao Sai Ngin, Secretary 1 of the RCSS and Head of the NCA-Signatory EAOs negotiation team, and Lt-Gen Yar Pyae, Chairman of the NSPNC, followed by an exchange of gifts, according to reports.

Also present at the meeting were NSPNC committee members, Saw Kyaw Nyunt, secretary 1 of KNU/KNLA Peace Council, Nai Aung Ma Ngae, executive committee member of NMSP, LDU General Secretary Kyar Yar Kok, DKBA Adjutant-General Saw Sein Win, ALP General Secretary Saw Mya Thandar, and U Myo Win and Nan Yin Yin Soe, negotiators of NCA-S EAOs.
