Inn National League Party talks about its policy, stance and work procedures



Everybody, Mingalaba!

I extend my heartfelt wishes that all ethnic groups in Myanmar may achieve genuine political, social, and economic advancement through mutual understanding and cooperation.

I am U Kyi Lwin, a member of the Central Executive Committee of the Inn National League Party (INLP). The Inn National League Party was founded on 16 May 2023, and its political party registration number is 15.

Our party emerged to meet the needs of our region and ethnic communities. Its main goal is to cultivate mutual understanding and respect among national brethren of the local ethnic groups, while helping individuals and groups improve their abilities, skills, and qualities. With these enhanced capacities and competencies, we aim to actively participate in and contribute to the nationwide efforts for comprehensive reform and development, working diligently to ensure their success.

The main purpose of forming the Inn National League Party (INLP) is to secure a political space for the Inn ethnic group in Myanmar’s political landscape. Historically, the role of Inn leaders in the Panglong Agreement – the cornerstone of the Union’s formation – was very distinct. However, in the 2015 general election, the party representing the Inn ethnic group was not allowed to field candidates. As a result, even though three 21st-century Panglong conferences were held during that period, neither the Inn-representing party nor the Inn ethnic group was invited to participate, causing us to lose the opportunity to engage in discussions and present our perspectives at these important conferences.

Therefore, for the Inn ethnic group to be able to participate in nationwide discussions and conferences at the national level during the 2025 elections, we must support and elect representatives from the Inn National League Party (INLP) to the legislature. Only by securing these legislative seats can the Inn people work alongside other ethnic groups on an equal footing, contributing collectively to the benefit of the nation, their region, and their community. I sincerely urge everyone to consider this carefully and make their decision thoughtfully.

Objectives of the party are:

In accordance with the multiparty democratic system, to ensure that the Inn ethnic group can participate alongside the Union and other state ethnic groups; to take the lead in preserving, safeguarding, and advancing the literature, culture, traditions, and socioeconomic life of the Inn people and their fellow ethnic communities; to make utmost efforts to ensure the lasting stability and prosperity of Inlay Lake; and to collaborate and act together with all other ethnic groups across the Union to promote unity, harmony, and comprehensive national development.

Our party is named the Inn National League Party (INLP) because it is based around Inlay Lake, where the Inn people live together as a community, and it brings together the Shan, Pa-O, Taungyo, Danu, Kayan, and Bamar communities to participate collectively. Because the party is structured in this way, it can understand in detail the challenges and needs of the entire region and all ethnic groups. By using collective problem-solving methods, analyzing, and discussing issues together, the party is confident that it can implement effective and successful measures. In particular, although the Inn people have a population and territorial size comparable to other ethnic groups that currently enjoy self-administration, they have not been granted the same self-governing rights. As a result, local communities have faced limitations in budget allocation and development projects, and children have lost educational opportunities. For example, although some students from remote areas achieved outstanding results and passed the matriculation examinations with distinction in multiple subjects, a few points short prevented them from entering higher-level universities, representing a significant loss.

As a party, we are firmly committed to working hand in hand with all ethnic communities across the nation to lead and implement initiatives for both the immediate and long-term development of the country and its people. This includes amending the constitution, promoting national unity, ensuring equitable development for highland and lowland ethnic groups, and safeguarding the civil and human rights that all citizens are entitled to throughout the Union.

The youth in the region are increasingly educated and holding degrees, yet their employment opportunities face significant challenges. To address this, we want to focus on providing solutions while also helping young people study and learn life skills that enable them to critically reflect on history and current events, analyze difficulties, and develop the resilience needed to overcome obstacles in life.

The Inn ethnic people live in and around Inlay Lake. As everyone knows, the lake is increasingly suffering from drying and deterioration, which is severely impacting the social and economic life of the local communities. The devastating floods of 2024 and the earthquake-related floods of 2025 serve as urgent warnings from nature about the need to protect Inlay Lake and safeguard our livelihoods. Preserving Inlay Lake is our responsibility, and we are committed to coordinating efforts to maintain the lake while simultaneously promoting the social and economic development of the local people in a balanced and sustainable way.

Specifically, due to the unique geographical characteristics of Inlay Lake, the villages, homes, and floating gardens are built on the water without any guarantees or protections. Therefore, our party is taking the lead in coordinating and collaborating to ensure that, in accordance with the law, these areas receive official recognition and protection. Currently, since UNESCO has recognized Inlay Lake as a Man and Biosphere Reserve, we firmly believe that preserving Inlay Lake while ensuring the balanced socioeconomic development of the local communities is a primary and essential priority.

To balance the preservation of Inlay Lake with the economic development of the local communities, we will coordinate efforts to improve transportation and trade routes, as well as implement appropriate methods and systematic measures for agricultural activities, including the cultivation of Inlay Lake’s speciality crops, such as tomatoes, ensuring they are conducted sustainably and efficiently.

To achieve this, we firmly believe that residents must fully comply with the laws and regulations, and wholeheartedly dedicate our mindset, discipline, strength, and awareness toward the protection and preservation of Inlay Lake.

In addition, to address the damages caused by global climate change in a timely manner, all our party members will take the lead in ensuring coordinated support from the Union and state levels, responsible organizations, relevant departments, and international bodies, and in enabling local communities and expert groups to effectively utilize the assistance received.

We believe that such efforts can be carried out more effectively if implemented within an Inntha self-administered zone. Therefore, to enable the establishment of an Inntha self-administered zone, the necessary procedures and actions will be proposed, coordinated, and carried out in accordance with the law.

Moreover, the Inlay region is not only an important tourist destination for Myanmar but also a world-renowned area due to its natural conditions. Therefore, special emphasis will be placed on ensuring it generates the best possible foreign revenue for the country, while enabling local Inntha communities to use tourism as a basis to increase their own income.

In conclusion, we firmly believe that the programmes and activities we will undertake are designed so that participants can act with full competence, high morale, and a strong sense of responsibility, working together for the benefit of their community, ethnic group, state, and the nation. We trust that these efforts will receive sincere support and commendation from all concerned.
