ON 19 and 20 February 2025, the inspection team led by Chairperson U Paw Lwin Sein of the Myanmar National Human Rights Commission (MNHRC) inspected the Mandalay Central Prison in Aungmyaythazan Township, Mandalay Region, under Sections 43 and 44 of the Commission Law.
The inspection team inspected various
facilities within the prison including the dormitories, the prison hospital,
the library, vocational training places for inmates, family visit areas, prison
school, jail, kitchen, food storage, water purifiers, and water sanitation
systems of the Mandalay Central Prison.
During the inspection, the inspection
team privately interviewed the prisoners who wanted to report freely and
privately.
The inspection team enquired about
and checked whether the prisoners were afforded their fundamental rights,
including an appropriate food supply, access to healthcare, and provision of
sufficient purified water. Furthermore, the team enquired whether the prisoners
had received items issued by the prison and items sent by their families and
whether they were permitted family visits. Additionally, the team evaluated the
conditions of physical activities, the right to freedom of religion, access to
educational and vocational training, and whether there were instances of human
rights violations and torture by prison officials and fellow prisoners. MNHRC
also donated knowledgeable books for the benefit of the prisoners.
The inspection team will send its
findings and recommendations to the relevant department for necessary actions
under the MNHRC Law.
