A
workshop on reforming General Administration Department (GAD) of Ministry of
Office of the Union Government was held at Grand Amara Hotel, Nay Pyi Taw
yesterday morning.
In
his address to the workshop Union Minister for Office of the Union Government U
Min Thu spoke of the importance of the workshop toward the work of reforming
GAD. Suggestions on reforming the GAD will be the outcome of the three-day
workshop and it can be designated as the first preparatory step.
Second
point is the basis on which the reform works are to be based. To what dimension
and what sectors are to be included. What should be the priority? Required long
term work processes are to be thought out and decided. Discussions on the
vision, appropriateness of this vision to the political and administrative
system of a democracy federal union had to be made. The Union Minister proposes
the establishment of a Good Governance as the department’s vision.
The
main missions of GAD are at the moment designated as rule of law, peace,
development and serving the public.
Once
the aims and missions are set, law, rules, notifications and procedures are to
be reviewed. Handbook for GAD personnel need to be produced.
The
workshop should focus on subjects such as executive power, assigning the
employees of the General Administration Department in carrying out human
resource management, building their capacity, changes and reforms for training.
Union
Minister U Min Thu urged the employees to carry out reforms with added momentum
to become a model for reforms in Myanmar, just as the “General Administration
Department is a model for reforms.
He
also stressed the need to take balance approach to changes and reforms, urging
the employees to give priority to the issues that they can really handle.
After
the General Administration Department was moved under the administration of his
ministry, the first three-month period of 2019 is considered as the period for
stability of government machinery, he said.
The
workshop is one of the steps taken for speeding up reforms.
He
also urged the members of the advisory board of the ministry to explain the One
State-One Township Project at the workshop and to select three prioritized
townships for the pilot project.
The
General Administration Department has been existed as a strong institution and
as the backbone of the administration system of the country for many years.
“Our
employees must carry out reforms which are in conformity with the political
system leading to a democracy federal Union while building an administrative
system which faces the people,” he said.

his opening address, Union Minister U Min Thu took the documentary photos
together with the attendees.
The
three-day workshop will focus on carrying out reforms in term of essence and
characteristics and reaching the services at the village/ward level.
