Eighth-day meeting of Second Pyithu Hluttaw’s tenth regular session held


The eighth-day meeting of Second Pyithu Hluttaw’s tenth regular session was held at the Pyithu Hluttaw meeting hall of the Hluttaw Building in Nay Pyi Taw yesterday. At the meeting asterisk-marked questions raised were answered by Deputy Minister for Transport and Communications U Kyaw Myo after which a motion was tabled, a report read and a bill approved.

 
Question and Answer session
First question of the day was raised by U Nyan Lin of Shwepyitha constituency. The question was whether there is a plan to repair in fiscal year 2018-2019 a severely damaged 1,345 ft. long section of Hlawga-Wataya Road in Shwepyitha Township and for YBS buses to ply the road. Deputy Minister replied that repair work for this particular road section was proposed for this budget year but was not conducted as there was insufficient fund. Fund will be allocated to lay a 24 ft. wide 11 inch thick concrete road on the 6,900 ft. fiscal year 2019-2020 and 5,900 ft. long two sections of the road in fiscal year 2020-2021 said the Deputy Minister. As for YBS buses plying the road section, the Deputy Minister explained on behalf of Yangon Region Government that this will be conducted under the arrangement of Yangon Region Transport Authority (YRTA).
The second question was raised by U Shwe Hla @ U Shwe Hla Win of Thingangyun constituency asking if there is a plan to close down and relocate the pebble and sand collection dumps along the Nga Moe Yeik Creek on both side of the Kamakyi Bridge. Deputy Minister replied that there were four pebble and sand collection dumps at the subject area of which two run by U Myint Aung and U Nyi Nyi Zaw Aye didn’t have necessary permission to conduct the work. Two other, U Thaung and Daw Ohnma Hlaing were permitted to conduct the work in fiscal years 2014-2015 and 2015-2016 but due to objection of the locals in the area, permission was no longer given since fiscal year 2016-2017. Yangon City Development Committee (YCDC) and Directorate of Water Resources and Improvement of River Systems were also informed about this so that pebble and sand collection dumps are no longer operated in the area explained the Deputy Minister on behalf of Yangon Region government.
On the question of plan to resolve traffic and car parking problem in Yangon raised by U Aung Kyaw Kyaw Oo of Hline constituency, the Deputy Minister answered that Yangon Region Government formed YRTA to resolve the traffic problem as well as to develop a public transport system. Re-surfacing and widening of the roads were conducted while drains were systematically constructed to prevent roads from being inundated or submerged under water. A new YCDC Law was enacted and effective action will be taken against unlawful/unsafe driving, illegal parking and illegal road side stalls and shops. Tender winning company CRCC of China had installed a modern centrally controlled 154 traffic lights system that is now being tested said the Deputy Minister. To have the public buses running systematically, Yangon Region Government had started a new YBS bus system added the Deputy Minister.
For parking, roads were widened to enable parking space while arrangements are made to conduct Smart Car Parking works in joint venture with private companies. A new policy was set for new building construction to have adequate car parking space. A long term plan to reduce traffic and parking problem through establishing public transport system that reduces private car usage is being strived toward said the Deputy Minister on behalf of Yangon Region Government. In addition to a question raised by Dr. Sai Mauk Kham of Lashio constituency of plan to install traffic lights in Lashio Township, questions raised by Dr. U Myint Thein of Nyaunglebin constituency, U Myint Kyi of Katha constituency and U Sai Ngaung Hsai Hein of Maukmai constituency were also answered by the Deputy Minister.
Motion to achieve better result with NRSC
After the question and answer session U Zaw Min Thein of Laymyethna constituency tabled a motion urging the government to achieve better result from National Road Safety Council (NRSC) through more effective and practical works that fulfill the requirements of road safety. U Zaw Min Thein explained that NRSC was formed but good results were yet to be attained and the momentum to achieve good results need to be increased so that people do not get used to the vicious cycle of breaking road and traffic laws with fatal and undesirable outcomes for all. The motion was supported by U Aung Soe Min of Ywangan constituency.
Pyithu Hluttaw Speaker U T Khun Myat announced the Hluttaw’s agreement to discuss the motion after the decision of Hluttaw was obtained. Pyithu Hluttaw Speaker also announced further for Hluttaw representatives who want to discuss the motion to enroll their names.
Transport, Communications and Construction Committee report read
Next, Pyithu Hluttaw Transport, Communications and Construction Committee report was read by committee member Daw Yin Min Hlaing and Pyithu Hluttaw Speaker U T Khun Myat announced for Hluttaw representatives who want to discuss the report to register their names.
Hluttaw approve a bill amending the Myanmar Accountancy Law
Following this Bill Committee member U Pa Htan submitted to the Hluttaw for approval the 16 amendments made by Amyotha Hluttaw and 19 amendments made by Pyithu Hluttaw to a bill amending the Myanmar Accountancy Council Law approved and sent by Amyotha Hluttaw with amendments. Pyithu Hluttaw Speaker first obtained the decision of the Hluttaw on approving the clauses amended by the two Hluttaws and non-amended clauses. Pyithu Hluttaw Speaker then obtained the decision of the Hluttaw on the entire bill and announced the Hluttaw’s approval.
The ninth-day meeting of Second Pyithu Hluttaw’s tenth regular session is scheduled for 4 December it is learnt.
